It has the option for both of those. You can buy a Wifi-only hardware configuration or a more fully-loaded configuration which includes an LTE modem (then you add a SIM card with some sort of data plan).

@NAB Interresting, but I presume modern cars will cut power to OBDII port once the ignition is off. Might need to allow the engine running for a minute or so at the end of the jorney I take it.

@alphasixtyfive The 12v line on an OBD2 port should always be live - it's needed for diagnostics when the engine isn't running.
