Surely performative cruelty was the point of the exercise - given who was in charge - namely #suellabraverman and #robertjenrick !
It is also the case that they - particularly the police - were given a steer from the top in recent years to restrict their focus to #muslims participating in identifiable groups. This steer came unsurprisingly from #suellabraverman on the advice of #williamshawcross . If they had - as with hindsight they should have - given more attention to that child they would have risked being denounced as 'woke' !

One does have to bear in mind the context in which the police were expected to work in recent years - especially when #suellabraverman was Home Secretary - and the advice they were receiving from ''independent' advisers on extremism appointed by the #conservatives.
